At Blue Cross & Blue Shield of Rhode Island, (BCBSRI) we have a long history of
providing healthcare services to Rhode Islanders. Following passage of an Enabling Act by
the Rhode Island Legislature, we began operations on September 1, 1939, under the name
Hospital Service Corporation of Rhode Island. Stanley Saunders was our first President,
and under his leadership, the first contract was issued and became effective with our new
company, the forerunner of Blue Cross of Rhode Island.
In November of 2001, with healthcare costs still rising, BCBSRI took the lead in launching
a statewide health study to assess the future healthcare needs of Rhode Island. The
internationally known research firms of RAND and Booz Allen Hamilton undertook the
Statewide Health Assessment Planning & Evaluation (SHAPE) study. In addition, a panel
of 29 healthcare, business, civic, political, and community leaders oversaw the SHAPE
study to ensure its fairness and objectivity. Initial findings were released in November
of 2002, and will serve as a basis for further studies and discussion of Rhode Island's
future healthcare needs.In a major move toward greater efficiency and more effective
customer service, BCBSRI selected Perot Systems Corporation of Plano, Texas, to handle the
health plan's technology and business process operations. The BCBSRI Board of Directors
approved the plan unanimously in February 2003.
BCBSRI transitioned all 600 affected employees to Perot Systems, Inc. and signed a
ten-year contract with the company Perot assumes responsibility for delivery of several
business functions, including cash disbursements, claims, document services, information
technology, mail support services and membership administration functions. In an
unprecedented move, all 600 BCBSRI employees remain in Providence with comparable salaries
and benefits, as well as guaranteed employment with Perot for five years.
In all of our current and future programs and initiatives, Blue Cross & Blue Shield of
Rhode Island is striving to improve the quality of life of Rhode Islanders by improving
their health.
